The Republic of
Turkey has received financing from the World Bank toward the cost of the Land
Registry and Cadastre Modernization Project, and intends to apply part of the
proceeds of this loan to payments under the contract for Consulting Services
for the Design and Supervision of Model Offices for TKGM.
The design of the model offices shall be in accordance with the international
standards, applicable EU Legislation and shall meet the technical requirements
and the specific functions of the units as well as the requirements of TKGM.
The consultancy services shall include design and construction supervision of
above mentioned model offices and together with required annexes.
The services will include:
1. Assembling a team of consultants to the extent covering all necessary
disciplines including architects, mechanical, electrical, electronics,
communication, structural, and civil engineers; landscape architect,
2. Preparation of three different conceptual designs for model offices to meet
with functional and beneficiary needs.
3. Preparation of architectural drawings for the model office buildings along
with alternative architectural layouts to meet site conditions,
4. Investigation of site specific soil parameters, requirements of
geo-technical surveys and data collection studies for the site to examine the
soil conditions for the model office buildings to be constructed.
5. Preparation of all related construction drawings considering technical
requirements, applicable local and international standards (structural,
architectural, mechanical, electrical, electronics and communication,
infrastructural and landscaping drawings etc) in compliance with new Turkish
Earthquake Code, ensuring the seismic resistance of both the structural and
nonstructural components of the model office buildings.
6. Preparation of all necessary technical specifications and Bill of Quantities
with respect to final construction drawings and assisting TKGM in the
preparation of bidding documents for the construction works.
7. Provide on-site construction supervision throughout the construction period
and assist TKGM for temporary and final acceptance and during defects liability
period.
The estimated duration of services is 35 (thirty five) months (design period 5
months, bidding period for civil works 3 months and construction supervision
period 15 months and supervision during the Defects Liability Period 12 months)
The General Directorate of Land Registry and Cadastre (TKGM) now invites
eligible consultants to indicate their interest in providing the services.
Interested consultants must provide information indicating that they are
qualified to perform the services. The information should be submitted through
a detailed portfolio (i) including visual elements such as brochures; (ii)
indicating overall experience (in the field of assignment) of the bidder (in
this context, submission of documents indicating that the firm has previously
designed offices and intelligent buildings in accordance with the international
standards and/or with required conditions of the EU Legislation. (The designs
made in accordance with the EU Legislation will be preferable); (iii) covering
an informative summary of assignment-related contracts completed during the
last ten years together with reference letters from the Clients together with
the addresses of the clients with possible contact persons; and (iv) indicating
the general/assignment-related experience and qualification of the key
personnel.
Consultants may associate to enhance their qualifications. The association may
take the form of a Joint Venture or a sub consultancy. In case of a Joint
Venture (JV), all members of the JV will be evaluated jointly for the purpose
of short listing and shall be jointly and severally liable for the assignment
and shall sign the contract in case of award is made to that JV group.
Interested consultants should clearly indicate the structure of their association
and the duties of the partners and sub consultants in their application.
Consultants may associate with specific sub-consultants in model office
conceptual design according to the EU legislation and such sub-consultants may
associate with more than one consultant. Unclear expression of interests in
terms of in association with and/or in affiliation with and etc. may not be
considered for short listing.
Consultants will be shortlisted in accordance with the procedures set out in
the World Bank’s Guidelines: Selection and Employment of
Consultants by World Bank Borrowers (published by the Bank in May 2004 and revised in
October 2006). Interested consultants may obtain further information at the

The Russian Federation has received financing from the
World Bank toward the cost of the Treasury Development Project, and intends to
apply part of the proceeds for consulting services.
The services include: development of draft Procedure to development, adjustment
and implementation of budget accounting and reporting standards in the form of
draft legal document according to current rules and requirements, development
of draft Methodical recommendations on procedure to implementation of budget
accounting and reporting standards; development of draft standards of budget
accounting and reporting; providing discussion of draft budget accounting and
reporting standards, monitoring of implementation of budget accounting and
reporting standards.
The services are to be implemented from August 2009 to December 2010.
The Non-commercial Foundation for Enterprise Restructuring and Financial
Institutions Development now invites eligible consultants to indicate their
interest in providing the services. Interested consultants must provide
information indicating that they are qualified to perform the services
(brochures, description of similar assignments, experience in similar

formation of IPAS text in order to translate it from English into Russian,
conducting translation and adjustment of the final version of IPAS Russian
translation, preparation and publication of the Russian version of IPAS.
The services are to be implemented from August 2009 to May 2010.
